Maharashtra Govt Employee worked for @ 17 years. He then resign by paying one months salary. He did not get any communication from his office about acceptance of his resignation. After 90 days he had submitted resignation withdraw letter .Appointing authority not responded. After one year doing followup with higher authority also not responded. He went to MAT. The detailed facts of the matter are not posted by you and are not clear.
It is of course posted by you that:
" He then resign by paying one months salary."
You tendered notice pay!
You submitted resignation.
However resignation was not accepted by a speaking order.
MAT has rejected your application!
The controversy regarding withdrawal of resignation before acceptance has been settled down by various the pronouncement of Hon'ble Supreme Court of India.........
It is the law of the land that the resignation will be deemed to have been automatically withdrawn if the same is withdrawn before its acceptance.
However all docs on record, communications, Service Rules applicable to your designation should be carefully examined to render a considered opinion.
You may consult a very able counsel specializing in service matters.

Without knowing full case details/ case file and orders / related documents, nothing can be advised. Discuss with local lawyer.
