sir
as per CCS(CCA) Rule Departmental promotion should be held after every six months.
in my case for past two and half years in my department no DPC of TGT(hindi) has taken place whereas two post are lying vacant. and now 2 more PGT are going to join. and the problem is if they join then my seniority will get affected as I will be superseded by five seniors.
one of the seat vacant is reserved for SC/ST and I am A ST Candidate with high merit & the senior most in hindi department.
what can be done?

CCS(CC&A) Rules do not at all deal with DPC or promotion.
Further stand enlightened that there is absolutely not provision anywhere providing for compulsory DPC twice and year whether there is vacancy or not.
Rules provide for annual select list.

Your query is quite vague. By the ay, who told you that CCS (CCA) Rules deal with DPC, as you stated, "as per CCS(CCA) Rule Departmental promotion should be held after every six months"?
Would you please like to make clear about your own status by clarifying on the following points:
1) Your profile states that you are a clerk;

By the way I would also be interested to know where in Central Govt TGT is termed as Gp-B employee (i.e. contributing Gp Ins @ 60 pm and submitting annual property return between 1st to 31 January each year) even if he draws rs 4800 GP by MACP.

Even PGT is a NON-GAZETTED Group-B, which she/he is still to get. Whereas he/she has confessed to be merely a TGT (Non-Gazetted), which also contradics his/her claims in profile and through another post. His/her motive of cheating becomes evident through her ever changing status.

He is not responding probably he doe snot want to admit lack of knowledge while he is caught commenting that

or
he does not know the facts of the case as query is of someone else.
He also does not know that Govt cannot be compelled to fill a post. He also doe snot know that there is no provision to hold DPC twice a year.
He does not know that DPC is to be held when there is a vacancy (existing / anticipated). If there is no vacancy (or not intended to fill even if there is vacancy) for 10 years there need not be any DPC for 10 years.
He doe snot know that promotion related grievance can be projected when :-
(i) some of his junior is promoted.
(ii) some ineligible person is promoted.
(iii) DPC is improperly consisted.
(iv) DPC held without circulation of seniority list.
(v) DPC governed by wrong inputs.
(vi) uncommunicative adverse ACR considered.
(vii) vigilance clearance improperly given/withheld.
(viii) promotion not approved by competent authority.
(ix) Some General candidate is promoted on reserved point.

Mr. Sudhir,
Whether the querist knows or not about rules of promotion or for what purpose, the CCS(CCA) Rules are there, but your tutorial, of course, would have served his purpose in solving his academic query, may be partially or even fully!
My intention was to expose such type of cheaters and imposters to alert the experts to beware of such type of fraudesters, but your intention seems to outrighly help such impersonators. The question arises, did the querist ask on what grounds, "promotion related grievance can be projected"?
I don't know, what you believe, but I believe that the help should be extended only the needy and honest persons, not, any imposter who treats the experts as mere idiots.
