I came to know that one Ex Serviceman has been running an Army [Private] training Centre, Karnataka wherein he has been collecting Rs. 1.5 Lac per candidate other than training charges
Therefore we met with CBI Bangalore to probe the matter they told that it is not in their jurisdiction as he is ex –service man therefore we have contacted Lokayukt they told that he is a civil person we can’t initiate the action against him.
I have given a written complaint to local police in public interest so that police can catch him red handed but they also told that they don’t have the power to catch him red handed by accepting the money in the name of army recruitment.
My question is : 1. Can I not give a complaint to police in public interest.
2 Now to whom we have to contact/approach to crab this malpractice.

What he is doing is perfectly legal and you have no legal reason to stop him.

If he is posing as a public servant then he attracts PC Act and CBI Lokayukta and Thana all have concurrent jurisdiction.
But you must have a complainant who has been asked to pay money and is interested in trap.

further why/for whom he is collecting Rs 1.5 lakh pr head. Is he sharing this with Army personnel dealing recruitment?

When persons paying him 1.5 lakhs do not have any complaint against him, it is not understood, what interest you have in his business.
Can you clarify why you have so much interest in his activities?
What type of proof of his corrupt practices you have with you?

If he is providing training to people for recruitment in Army, what is illegal in it. In India there are numerous of training centers / coaching centers providing coaching like IAS and no. of other services.

Being a coaching/training academy /center for recruitment in army it is legal and no complaint is maintainable.
Explain how you say it is a malpractice and how you are affected by the business/ profession adopted by the person, guaranteed under Article 19 of the Constitution of India

Because owner has collected Rs 1.5 lakh from trainees for getting through the written exam, apart from the regular monthly fees. If a person joins Indian Army as a soldier by paying bribe, we cannot expect patriotism and honesty from that soldier, that's why I want to curb such illegal practices.

Agreeing with your concern I have a few doubts.
what proof do you have that he is demanding this much money.
Any proof that the money is actually being accepted by public servants dealing with such recruitment.
Any complaint from any candidate who has been asked to pay and does not want to pay?

I think the author is into some other thing against the person whom he alleges to be into the said illegal practices. Is he a competitor to you? Until and unless you have proof to prove his corrupt practices, you may not be entertained by any law enforcing authority in this regard. Collect some concrete evidence against him and approach the police with the complaint.

It seems as if you intend to take some revenge from the person by sowing thorns in the course of his activities. Merel;y complaining may not help you. If you have some solid proof against the person, any authority can help you, but if you intend to misuse the authorities as tool to take your revenge, you can also be in trouble, on getting yourself proved to be falsely representing before the authorities.
