Issuance of form 'c'

Company A made inter state purchase in financial year 2008-09 and not issued 'C' form.

Can it issue Form 'C' in financial year 2011-12.

RAVINDER KUMAR JAIN ji ! That was known to ajay sethi ji but he denied answer as a matter of policy resolved here.
