When our builder brought up a multistory building consisting of 4 blocks each with nine floors ,with 178 flats in all in Chennai, other than the normal requisites like committing certain area for car park, standby power generator, that between blocks and between compound walls and the construction, a play area for children(1000 sq ft in size) and a swimming pool. The plan was approved by authorities on an undertaking from the builder neither he nor his successors even like association of owners will not alter the construction or the layout for the purpose for which it was approved without permission of authorities concerned. The builder also as a pre-requisite for getting approval gifted 10,000 sq. ft of area to the corporation for bringing up a park inside our compound. The park is all set to be completed in a month time with play equipment for children as well. The contractor for corporation in principle had agreed to shift the existing play equipment in the 1000sq.ft area to the park. The association of owners are contemplating to put up a non permanent structure of an auditorium for use of inhabitants to have their association meeting and cultural activities of children’s in the space rendered vacant by shifting of the play equipment. Since the proposals are not altering the construction or the layout for open spaces for the major requisites, should the association approach authorities for permission?

In what capacity the association of owners would seek permission from authorities for any modification in the structure, while authorities are supposed to recognise either the builder or the individual owners of flats?

The change proposed is not on any structure in real meaning but only relocating of the play equipment.why should authorities be worried?
