is a divorce deed which has been made with the mutual consent of husband and wife issued by sub registrar be treated valid

No. A valid divorce is granted by the court. The sub-registrar merely registered the document that was executed by the husband and wife.

any agreement / declaration between the parties can be registered. But divorce can be granted only by COURTS.
