yes any once can approach. If it is in the case on behalf of the parties an interrium application will be filed 26 r 10 e for making scientific investigation. For eg., if the signature of the party is disputed, for the scientific opinion signature on the vakalat, any other documents which are marked as exhibits on which the signature appears.

As per my understanding the party affected cannot directly approach Forensic Lab. The court has to issue an order for examination and submit the report.
Also, the report obtained from the Lab will help judge to provide judgment it may or may not be accepted by judge.
Refer Indian Evidence Act Sect 42, 45 for more clarity.
