A federation of 7 buildings societies out of 11 building societies is registered as per laws but remaining 4 are not in position to accept membership of 7 buildings societies federation ? How ca it be dealt with common area maintenance?

The status of 4 unregistered buildings is different to that of 7 registered buildings (under which laws/ Act has not been disclosed)
Common area in both scenario is different.

There's no compulsion on the other four buildings to join the federation.
Their common area rights cannot be denied by the federation.
They can pay the maintenance for common area as per bylaws.
