collage kept original documents

My cousin is NRI he took admission in an engineering college in gujarat. Collage has taken all original documents from him and said they will return in after completion of the course. Do they do I t legally?

Send a legal notice to the said college calling them to return the original document and also send an application under RIT Act. If you would not get response then file a criminal case in Judicial Magistrate Court where the college is situated.
