Remedy for harassment against renewal of passport.

I have been trying to get my passport renewed from ghaziabad passport seva kendra. First they put me on hold saying phone bills do not serve as a proof of residence n I am given a date thereafter. On the next date I am told that my passport is damaged because there is a court stamp on it and hence cannot be accepted. I told the concerned officer that the stamp has been made by the district court where I had submitted my passport as a evidence while I was adopting a girl child. Please can somebody suggest as to what should be my next move.
