Clubbing of criminal cases

(Querist) 27 June 2014 This query is : Resolved 
First criminal case was submitted in the year 2005 under NI Act and now is in final stage. Second criminal case was submitted under Cr.P.C. in the year 2007 and at the initial stage of summoning, it was stayed by High Court. Now the accused in both cases wants to get first case clubbed with the second case so that all proceedings in the first case will automatically stayed as the second case is stayed by the High Court. The grounds of clubbing is that a reference of dishonour of cheque was also given in the second case.

Whether in any circumstances, the lower courts headed by A.C.J.(Junior Division)can club both the cases?
