Lease of tribal agicultural land

Whether a non-tribal person can obtain / acquire tribal agricultural land on lease basis in Maharashtra and if so on what conditions? The land is proposed to be utilized for agricultural purpose/ plantation only. For plantation on this land, bank loan is proposed to be availed. Whether it would be possible to avail bank loan for plantation on such leased land.

I have not asked this question before. Neither, I have seen any such question posted and replied to at your website earlier.
Can any expert kindly advise me in the matter, even if it is repeat question since I have not been able to get any reference in the matter.
