Birth certificate with a changed sur name

I have my surname abbreviated in my birthcertificate. And in full in my passport. now i required apostille and i need my surname expanded in my birth certificate. what can i do for this. expecting a positive reply

Make an affidavit and publish a gazette notification.
On its basis apply for change in birth certificate and then passport.

If the expert advise of Mr. Baraman is not feasible, file a declaration suit before a civil court seeking declaration of the desired solution.
