Registration of parking space in an apartment complex

I live in a residential complex and the association managing the residential is planning to sell some closed areas as parking lots to owners.
Does the law allow the association to sell and enter into agreement with the buyer and whether the buyer can resell the same.
If the association can sell what should be the document to be prepared, as after the election, once new office bearers are elected can they cancel the sale agreement

Such sale is not permitted even though bye-laws of the association permit it.
