Can contract employee claim the Statutory leave benefit ( EL / SL / CL / Maternity Leave ) from principal employer in case contractor failed to provide the same?

Principal employer is liable for everything that contractor has omitted.

The Principle employer is not liable to fulfill the requirement of the contractor as asked for.
