Panchnama guidelines

Are there any guidelines to when a panchnama can be done?

My aged parents were falsely implicated that they demanded huge dowry. The panchas are her own relatives and panchnama was created several weeks after alleged incident. Is this in violation of any department rules/ CrPC?

No there is no rules

Investigating Officer has to collect evidence after lodging og FIR and thus the panchnama is also prepared accordingly.
