Franking expiry

i had given a DD amount of 30thousnad 26/7/2011 for stamp duty now after one year builder saying your franking lapsed and you cannot get your 30thousnd back. now what do i do to get that money back.

now builder asking 62000rs for stamp duty so can use may previous frankin paper and pay the difference.

please advice me

WHY has stamp duty increased from 30 ,000 to rs 62,000.

if demand draft was sent by you to builder with covering letter and document was franked by builder why do you have to stamp document again?

you have not disclosed complete facts of your case .
