But according to Bankers' Law, certified copy can be obtained and according to Bankers Books Evidence Act, 1891; use it as an evidence.

No, it is not a public document. Bankers are supposed maintain secrecy and fidelity as to the information of its customers. Only customer or his/her authorised representative can ask information to the Bank. If you are a third party without authorisation from the customer, even you will not be provided bank account statement. RTI Act is also no remedy for this as this information is under exempted category.
