Yes. This is an offence not only under IPC but also against Drugs Act. The license of the druggist/chemist can also be cancelled by doing so.

I differ a bit, Medicines is the only commodity in which the exceptions to MRP being inclusive of all taxes has been carved out.
Some prescription drugs can attract other levies and hence the same would be mentioned on the price list. (Exception to the rule that MRP has to be inclusive of all taxes)
Better get a bill of the charges and levies specifically mentioned. And then corss-check before launching any prosecution.

Even a Mineral Water bottle MRP Rs.12/- charged at Rs. 15/-
No one issue cash memo.
How many people complains??
Though illegal, Public accept this practice.
Few cases are registered, and Show goes no.
