Magnitude of penalty/punishment

hello

if govt employee (A) do a fraud/corruption of Rs 200/- only. On the other hand govt employee(B)do a fraud/corruption of Rs. 500,000/-.
1) Can the employer award same level of punishment to both the employees?i.e dismissal from service or otherwise?
OR
2) the degree of penalty would be different to proportionate the amount involved for both the employees.
Please clarify with quoting proper rules and regulations and court decisions

Corruption is a disease and employer is free to provide same medicine to both the 'patients' without any discrimination. Who can say that the employee involved in the corruption of Rs. 200/- cannot be involved in the corruption of Rs. 5 lakh in future if he gets such chance to do so.

May be person B got chance on today to make corruption of a big amount because this was within his reach but A has approach only up to petty amount so he did accordingly.

This is a tendency and not amount which becomes base for the management to take its action as per its service rules.

It is up to A to show that certain rules permit him to do corruption up to Rs. 200/- and that he cannot be compared with B.
