COMPLETION OR OCCUPANCY CERTIFICATE

I have booked a flat at baroda [vadodara] gujarat. My builder says that completion certificate cannot be provided before registration of sale deed and that it will take nearly a year or two to get it. Pl let me know extent of minimum and maximum risk involved if any.
Secondly is completion and occupancy certificate same or different and whether it is a must legally. What are consequences of not having these certifictes.
Should I withhold some amount pending receipt of these certificate from builder?

Completion-cum-Occupancy Certificate : No person shall occupy or allow any other person to occupy any building or part of a building for any purpose until such building or part has been granted the occupancy certificate. Every owner/ lessee is required to submit a notice of Completion cum Occupancy Certificate of the building in the prescribed form and such notices shall be submitted in the proforma along with the requisite documents, fee and charges mentioned therein.
Provisional Occupancy Certificate and Completion Certificate for Co-operative Group Housing Societies, Govt departments, Govt. Institutions, Charitable Trusts and Wakf Board: No person shall occupy or allow any other person to occupy any building or part of a building for any purpose until such building or part has been granted the provisional occupancy certificate. Every owner/ lessee is required to submit a notice of Provisional Occupancy Certificate and Completion Certificate of the building in the prescribed form and such notices shall be submitted in the proforma along with the requisite documents, fee and charges mentioned therein.

Agreed with above views but also wants to add that if you will apply for loan from any bank certifcate of completion is necesary.
