Purchase of room in a chawl

Dear brothers,

My client has entered into an agreement for purchase of a room in a chawl under construction on an agricultural land.

Location a Village in Ambernath Dist Thane

Points
1. the purchaser is not an agriculturist.
2. The builder/Developer has only 4 documents, namley. Gram Panchayat Sanction, 7/12 extract, Development agreement between land owners and Developer a non revocable POA.
3. There is no permission of the Collector for conversion of Agril laqn into NA.

4. Defects in documents.
There are 7 names as owners in 7/12 extract, but only 4 owners have executed POA and Dev. agreement.
Other Village forms are not available with the Developers.

Kindly advise me.

dont purchase room in chawl . unless coversion of agircultural land into Na is permited dont go ahead .

in addtion title to property appears to be defective as all owners have not signed DA
