When we buy commodities we seldom seek bills. If at all one demand, the traders give the bills in the form of 'ESTIMATE', 'MEMO'. Most of the medical shops scribe the rates on the paper envelopes in which they supply medicines.
You can complain to the Sales Tax deptt, they will take corrective steps to curb the malpractise.

Dear Shva, It is their bounded duty to issue the bill, usually the traders will not issue the bill, we have to demand for that if they didn't then u can complained the sales tax authroites as answered by Vishal. And for medical stores they have to issue the bills in prescribed proforma. It is ourduty to ask for the bill. We must be aware.
