Sir here we are for give suggestion only. so you better to debut one lawyer and ask him to issue notice to concern defaulter.

Party 1 supplied ice creams to Party 2 but party 2 has not made any payment so far now.

you have to state complete facts of case in recovery notice . date of placement of order , date of receipt, when was payment to be made etc .
further give party 2 15 days time to make payment

I support the opinion of Shri Sankar Narayanan. It would be better and more effectiveness of notice, if you draft notice from local lawyer.
