Every organization has its own set of leave rules. So, it is not common to all. You may have to indicate for which department (central or state), organization or comapany, you intend to check the leave rules and for what purpose?

no private organisations allow liberal leave rules of the govt.
it is better to enquire the leave rules of similarly placed private concerns like yours and take up the matter with the management.

In your supplementary query, you have still not stated whether you want Central Government Rules or those pertaining to any State Government. However, for Central Government Rules, you may go through Central Civil Services (Leave) Rules, 1972, which you can get from any law book seller dealing with the Government publications or Service Rules publications.
