Collection of toll by private company

If I intend to start a private company which would function for the betterment of general public using the road transport system will i get the permission from govt to charge a nominal toll from people using road in busy cities @ places like petrol pumps ?
If not are there any other possibilities of getting permission to collect toll in any other method ?

I don't intend to collect toll for usage of road by the public.
If i can ensure road safety for users free of cost, will i be able to collect toll from the general public using road ?

no you cannot, you cannot ensure road safety, safety is a state subject and you are not allowed to charge for it. Risk is covered by insurance co.s in event of mis happening, you are no one to charge giving them protection.

Generally when an accident takes place in a metro the victims don't get enough treatment as the general public are not ready to take them to a hospital immediately because of the risks involved and no one is ready to take the expense for treatment of an unknown guy.
So if i would start an accident relief care centre in a metro city where the accident victims are immediately taken from the site and given treatment free of cost irrespective of the fact they have insurance coverage or not, and are forwarded to a near by hospital once he is out of danger and there comes someone to pay for his expenses in that hospital,won't i get permission to collect toll from general public using the road transport of that city at places like petrol pumps so that traffic won't be blocked or interupted ?

The proposal made by you is in the nature of voluntary service to victims of road accidents and with a view to save the life of the victim. Voulntary service is something which a person renders without any request flowing from the other. When such a voluntary service is rendered, the person would be entitled to reimbursement of the bonafide expenses incurred by him from the saved person or his near and dear who are in normal course shoul have met the expenditure. This kind of claim would appear sustainable under Sec. 69 of the Contract Act. Y0u cannot however claim anything with a profit motive. Better you give shape to your worthy intention by registering a Society under the Societies Registration Act and also as a trust under the Trusts Act.
