can a development agreement b unilaterally b cancelled if the time frame/or any other terms of the agreement is violated.
if yes , how to proceed

It could be done by giving notice to the party concerned.

Do u mean it get cancelled automatically on giving a notice or ant other legal procedure needs to b taken ,there was a recent judgement about cancellation of DA
