Judicial magistrate not signing annexure k

I need to get annexure K signed for my sister who is separated and has applied for her passport reissue. The regional passport office has put her on hold and asked for annexure k.
I had approached executive and first class judicial magistrates but they are refusing to sign it. They say that they will sign annexure F which is for tatkal but I do not require this.
I know that under section 3 of oaths act courst and judicial magistrate are empowered but they are just not ready to listen. I had even approached a lawyer but even he could not help.
I had even approached the DM but even he is not helping. They are saying that I cannot teach them how to do their work or teach them what law says. They had even gone ahead and said that I should be grateful that I am standing in front of them else they will have me thrown in jail for arguing with them and asking them to sign annexure K.
I had then called up passport customer service. As per them even if I get the annexure K signed by notary it will be accepted by the passport office.
Please advise how and what to do in this case?

If they say notarised one will do , then why are you burning midnight oil?
Notarise it and submit it.

Because the template of the annexure K does not mention notary. It only says executive magistrate and first lass judicial magistrate. This is the 3rd time I would be going back to the passport office to submit documents. Everytime they ask for a new document on one excuse or the other.
It likes they want to make fools of people.

If they say that NOTARY ATTESTATION IS acceptable, then get it Notarised. The Notory will be available in every District Court.
OTHERWISE, Find out the Executive Magistrate in your locality. He will be there in the Collectorate / Sub-Collectorate / DM/SDM office.
