Revenue dept. objected to dig a borewell at my agricultural land

Dear Sirs,

I have 3 acres of agricultural land in chittoor District,Andhrapradesh and wanted to dig a borewell for irrigation purpose. But my neighbour land holder objected and compliant to Revenue Dept stating that his borewell will dry.
Officers came us & instructed to stop digging borewell.

We have a share of 1/3rd in that borewell also and he has 2/3rd share in that borewell.
The distance between existing borewell and new coming borewell(i.e trying to dig new) is morethan approx. 150 feet.

Kindly advice how to overcome from Revenue officers & how go ahead in this case.

we approached MDO/Officers at Mandal office. It is understood that they are not willing to give permission stating that new borewell is near to existing one and that may become dry and also it seems they are influenced by my neighbour land holder.

Wat to do next ? pls advice my crops are about to dry due to lack of water.

District magistrate/district collector will be right person who can give proper permission.
