About a resale property

agent has shown a resale property in new Mumbai, it,s a terrace flat, with cc only
he is saying that building is newly constructed (Before 1 yr )hence I will get oc afterwards. and loan is possible only from GIC kindly give me details about oc and cc give suggestion for buying this property.

Satisfy yourself:
1) vendor is self owned flat
2) why n beyond reasonable time OC delayed
3) whether coop hsg SOC formed.
4) whether agreement sufficiently stamped n regd
5) OC OR BCC available
6) if right title interest is clear
