Can a person who is not a party to the case apply for the certified copy of the case which is already disposed off ? Is there any exceptions in case of criminal or civil cases ?

It depends on the Rules framed by High Court of the concerned state.

As In UP Even third person may apply for copy of any document of criminal case. But In civil case only party of the suit can apply.

In my opinion Under RTI anybody may ask these copies.
