I wish to Start A Company/Institute which Provides GUIDANCE and Certificate courses to Working executives in field of engineering and technical..

Can Any one help me with the Laws or approvals requirements?

It is as good as Private and independent institute.

Register it under Societies Registration Act and then take a trade license .
However local regulations your state may vary.

Registration of the society or Trust whichever you deem fit with the permission of Education department shall be feasible in your case.
