You might be talking about affixing stamp by franking machine. For affixing stamp of RS.10, the minimum charges might be Rs.10/-. Your comparison of 100% commission is not judicious. If he charges you Rs.1000 for affixing Rs.1000 stamp duty, you can say it is 100%. However, if you are not satisfied, you can go registrar office where they will not charge any commission. If your intention is to correct the agent, you can ask the information about the minimum charges for affixing Rs.10 stamp by the authorised agent through franking machine. You can approach the District Registrar for further information. I do not feel it is judicious to waste the time by posting the query for trivial matter.

It is only the denomination of paper which you want to buy and NO EXTRA.
If someone (vendor) asks, report the matter to the Revenue department as well as local police
