Can sale proceeds of immovable property be donated /transferred to a NGO account

Yes by way of a movable gift to the NGO.

Sale consideration of immovable property can be transferred/gift to anyone, no restrictions.

Since immovable property owned by vendor is stated to have been sold, there is no infirmity to dispose consideration amount of such property.
