The death certificate should be issued by the Birth and death registration department.
So, the death certificate issued by VAO is not valid.

yes., in some villages a local register will be maintain by v.a.o., all birth and deaths will be entered with that., even its not valid for any claim.,
if your brother died in hospital mean just hospital official will forward the particulars to the birth and death registrar., so you can get it from there.,
there your brother's death not registered mean just consult your advocate., you can get registration through court of law.

thanks Shailesh .
actually as per the intimation from hospitals regarding birth/death,the concerned panchayath/municipality/corporation under whose jurisdiction, the hospital comes, makes the registration.
If the said registration was not done, you can take up the matter with the concerned authorities and get a certificate.
anyhow,LIC according to the guidance by its central office on settling death claims, insists on death certificates from competent authorities.
since the Village administrative Officer do not come under that competent authority, you will have to submit a proper death certificate for settling of claim.

Hospital issues only confirmation of death with all relevant particulars and the same is a document to be produced before Registrar to enter incident of death in its record. You can demand Birth & Death Certificate thereafter from Registrar and that shall be the only document relevant for all purposes.
