1. Do a proper screening of the applicants and diarise all personal bonafide details of the customers.

2. If possible, make physical verification of residence and antecedents of the customer.

3 Avoid cash transactions. Better to install a POS machine for all payments related to browsing activities of the clients.

4. Residential and DOB proof is compulsory.

5. Display the Cafe timings for public notice and ensure that all restricted sites are blocked by the Service Provider.

6. Check-in and Check-out details of browsers is mandatory.

7. Purpose of browsing need to be specified.

8. Any act of suspicion to be duly reported to the local police station.

9. Notify to the customers that Financial Transactions are solely at their risk.

The above are only illustrative if not exhaustive. However, these points can safeguard your legitimacy in Cyber cafe.

I agree with the above but the most fundamental thing is your Software used for Cyber Cafe and designing office - procure all concerned licenced software for the same.
