Conveyance deed & share certificate

Sir, Is it necessary for every co-operative housing society in Mumbai to have Conveyance Deed.Builder is denying to do so by saying that he is in the process of extension of additional building in the same compound.In what condition conveyance deed can be exampted although society is already registred and in working condition.
How share certificate is related with conveyance deed or extension of additional building in same society.Can share certificate be issued.What are pre-requisite to issue share certificate.Thanks in advance to expert.

yes conveyance is necessary . society becomes legal owner of land . apply for deemed conveyance

Since builder is on extension of additional building and hence show unability to do Conveyance Deed?

builder cannot construct additional building without consent of other flat owners of the building in existence . if however in the agreement signed with flat owners it was specifically mentioned that additional building would be constructed on same plot of land builder can construct additional building

Yes it is part of original development plan.Still conveyance is necessary to have in favour of society?
