There is no justification for permitting additional evidence at the stage of additional evidence at the stage of final arguments in my view.

Additional evidence can be adduced even befor the arguments by filing a petition to reopen and permission to file additional evidence.

Yes additional evidence can be taken on record before final argument moreso it can be taken in appeal also if the evidence is essential and material to decide the real controversy between the parties.
