Can a doctor at govt. hospital a patient. (in non emergent case)

Doctor at Govt., hospital does not come under consumer Act, because at Govt., hospital treatment will be free, but there are some ruling they also comes under consumer act if any fees taken. I will give the rulings regarding this

if the query is Whether a doctor of govt. hospital can be a patient? (may be of same hospita or not) then the answer is yes he can be.
