Construction querry

we have 2nd floor with roof right. and the people on 1st and floor and ground floor do not have any objection in constructing the 3rd floor. can anyone from adjacent building come and interfere in contruction of 3rd floor? although when they constructed there building while constructing their fourth floor their wall fell on our roof damaging many items on our roof including water tanks and pipings. but we did not complained of that?
so can they obstruct us in moving ahead?

It is better if you discuss with the occupants of the adjacent building.

Whether the map is approved for construction? Whether such adding is allowed in the area?

If yes, neighbors can not object.
