Construction of 3rd floor

Can a third floor be constructed in rohini, delhi area without permission from other floor owners? I am the owner of second floor with roof right.
What permissions, if any, would be required?

No permission is required from the other flat owners, if roof rights have been bestowed to you. But you may require permission to construct the third floor from the concerned local authorities, if plan for 3rd floor is not already obtained that too subject to the permissible height level.

However, after construction of another floor, you cannot restrict usage of the roof by the other floor owners for the purpose of common facilities.

What type of premises (such as DDA Flat, builder flat, own kothi, etc.) it is where you are titleholder and in possession? Why do you want to seek permission of other flat owners?

As per Master Plan of Delhi (MPD)-2021 it is only 2 1/2 stories are permissible in private buildings.

Consult with the authorities concerned which shall differ in different type of building.
