Construction completion certificate

Sir,

Is construction Completion Certificate mandatory in Tamilnadu? I have asked my builder the same. But they ignored and told me as my Flat is under Panchayat Approval. So it is not applicable.

If Construction Completion Certificate is mandatory, What should i do further to get the same or action against Builder?

contact local lawyer . in Mumbai it is necessary

If the property is situated within the rural area, it need not such certificate.
