Can you please advise what is Civil Suit for "declaration" under what circumstances this applies?

Refer section 34 and 35 of the Specific relief act 1963.

I agree with N.K.Assumi. Declaration suit can be filed in case declaration of tittle, easementary rights, change of name etc.,
