under which provision of the CPC , suit for recovery of damages in tune of 3 crore be instituted? And which court would have the jurisdiction to entertain such suit?

Section 34 of Specific Relief Act.
Court of ordinary civil jurisdiction.

Perhaps S 34 is not for this purpose. You are to seek remedy under law of contract if damages is sought for non performance of agreement. If you seek damages for an act which comes under definition of 'civil wrong' you may have cause of action under law of torts.

You are to file suit under order 7 rule 1 of CPC and the Court is District Judge.
