Transfer is a condition of service and can be made in the interest of service and economy at any time by the competent authority. Joining time is not permissible, if transfer is affected in the same office at which the employee is already deputed on temporary transfer.
Sudhir Kumar, Advocate (Expert) 29 May 2013
there are no rules for transfer and it can be challenged only if malafide.
Raj Kumar Makkad (Expert) 30 May 2013
Transfer is a valuable right with the govt. and employee has no legal right to do challenge it except if the same is against any statutory rule.
