Can A muslim who even married as per muslim law use RCR -Restitution of Conjugal Rights (RCR) u/s 9 of the Hindu Marriage Act?

The provisions of the Hindu Marriage Act is applicable only to the marriages solemnised by the Hindus under the HMA, and not applicable to others.

A Muslim can indeed file suit for RCR but not under HMA but under Sharia Law.
