I had supplied material to one party but he has failed to make the payment inspite of several reminders.

if you want to take civil action issue a legal notice to him and if he does not respond positively file a civil suit for the recovery of the dues. if you want to take criminal action lodge a complaint with the police against him for cheating and misappropriation.

you have to file a civil suit for recovery of money.Before filing suit u have to issue notice.

Yes , suit for recovery of money would be better option . That apart you could also file case for cheating.
