I am currently working in a Central Govt. PSU. Seeing advertise from UPSC, I am interested to apply for a job which, I think will enhance my professional advancement. UPSC demands intimation to my Dept. Head whereas the PSU in which I work insist in the procurement of an NOC which they hesitate to provide. The experience certificate requested for the purpose of applying is also not intended to be released, presumably. Is there any provision that gives me the right to demand an experience certificate? Can I be penalized in future if I proceed without an NOC?

Sir,
joined a pvt ltd co. In march 16 2013.through an offer from consultant, Recvd 15 days salary on 10th june further worked 1month april cheque salary bounced and cleared through NEFT after 15 days.
No salary in may till july, no notice only oral dissatisfaction one day in july co. mobile disconnected and after co. Created email id.
In october reinstatement letter and justification asked,by adv. Now 19th may labour off. Giving letter in marathi stating they are closing due to non appearance.

Dear Sir, I am serving in central govt. The condition for service agreement bond is as following:
“A probationer shall be liable to refund the entire cost of his training and any other payments made to him during the period of training/probation, if he/she wishes to resign from the service within a period of five years from the date of expiry of training/probation or if he/she withdraws from training/probation. A bond of Rs. 1,00,000/- (Rupees One Lakh) to that effect shall be executed by the probationer at the time of appointments”.
Kindly guide me what is the meaning of Rs. 100000 (One Lakh) here. Do I require to pay Rs. One lakh if I resign from the service before serving the required period ? If not, what is the interpretation of it ? Kind help and suggestion is requested to all.

It is now 1 year my only 2months salary not received, i was adviced that paper is to be seen till now employer itself is not been called pls one of you if from bandra court.

My previous company owner is not in mood to pay Gratuity amount as per HR. Also after lots of follow up through Call and mails, HR told me that I do not know about this. So please let me know the options, What needs to do now.

Now initially I told I am ready for short term relocation only but they could not find any ,later I told reason as I have leg injury .
now its due to personal things that I have relatives in pune and not other area ,I cant relocate,they want it to writtent by dr,is that valid?

3) Now company did not documented any where that there is no 9 hours working policy so I did not attneded office for 9 hour,but after clarification by GM I am attending,will they hold it against me?

sir, i aem working in a gramin bank where one of my friend resigned to join allahabad bank po . he had complete his probation period but still he had to pay average of three month salary .where hrd department told him you should have to inform three month advance notice or pay three month salary. my question is is it fair ? how i predict three month advance. any why he has to pay three month salary ? please suggest what step he sould have to follow.

As per The Central Civil Services (Classification, Control & Appeal) Rules, 1965, there is a provision of imposing of the following Minor Penalties
(i) censure;
(ii) withholding of his promotion;
(iii) recovery from his pay of the whole or part of any pecuniary loss caused by him to the Government by negligence or breach of orders;
(iiia) reduction to a lower stage in the time-scale of pay by one stage for a period not exceeding three years, without cumulative effect and not adversely affecting his pension.
(iv) withholding of increments of pay;
But, as per the the O.M. No.11012/11/2007-Estt. (A) dated 14.12.2007, according to Para-7 which reads as under :
"7. Vigilance clearance will not normally be granted for a period of three years after the currency of the punishment, if a minor penalty has been imposed on an officer."
My query is :
If an officer has been imposed with a minor penalty of "Censure", then as per the above mentioned provision, it seems that he will not be granted Vigilance clearance for three years and if his promotion is due but the same is not awarded due to lack of vigilance clearance then it amounts to withholding of promotion.
Please clarify whether (i) the officer awarded 'Censure' can be denied vigilance clearance for three years or not?
(ii) If vigilance clearance is denied in the above case, for the purpose of promotion, then what is the difference between Censure and withholding of promotion?
