What actions can be taken against the Mandal Revenue Officer who has issued illegal dependents certificate, he has not even answered the legal notice issued by my lawyer. So please guide me. My intentions are to cancel the dependents certificate issued by the MRO.

Hi,
My Grand Father had land some agriculture land. The land was divided in his five sons by preparing partition family memo which is a plain paper where all five brothers agreed to it n signed. Later the sons got it registered expect two brothers. the two sons, As their land was place together they kept it in their two names as a single land.
And now they want to get it divided but will the old family memo made on a plain paper stand in court and considered for registeration? Please tell me a solution on how the land can divided taking the family memo into consideration for which one son is not agreeing to now. The father has expired around 15 years back.
