A civil work contract for making a park, in our neighborhood was awarded to a registered contractor by Corporation of Chennai after all formalities, like floating/opening were completed in August 2011. On an enquiry to the reason why the work was not started till date the Zonal Corporation officer attributed the delay to the announcement of dates for election 2011 to the Chennai Corporation council. As per code of conduct, after the announcement, he said, no civil work can be started on municipal contracts, the wait to be until end of election.
To my knowledge the code of conduct during election period binds only the candidates contesting the election and the servants of corporation.
Can any member cite a rule which prevents start of an awarded work on the basis of elections?

Iam an advocate from Waranal,Andhra Pradesh my problem is, A deceased employee was died during Lis pendency the property of the deceased employee was effected partitioned among his legal heirs, one of the legal heirs got the job of his father on compensatory basis, remaining legal heirs sold their property except this employed employee (compensatory), now my issue is whether the property of this employee can be attached to realise the full amount of his deceased father's property(partitioned). This employee's contention is that the attachment of his property alone is not right. So, Pls suggest me if there is any remedy or citation stating that the plaintiff can recover his full amount by attaching the property of this employee's property which was inherited to him through his (deceased) father, through E.P
Demolition of suit property
Sir,
a house was constructed in 1990. owner started residing in 2010 and constructed one more room at first floor without permission of mcd. neighbour filed a suit for permanent and mandatory injunction and demolition. mcd issued unauthorised construction notice and demolition order but was not received by the owner. trial court upheld the order of mcd and before framing of the issues allowed the mcd to proceed. the owner went to atmcd in appeal. there he gives a statement that one room was constructed and undertook to demolish it. but the appeal was filed on the other grounds that only repair work was going on. same stand was taken in WS before trial court. what should he do now. what remedy does he have regarding difference in statements.and what should be the future course of action.
please guide.
